Resize Gary GARY M. YAQUINTO, President & CEO

Gary Yaquinto was named President of Arizona Investment Council in December 2006. Prior to AIC, Mr. Yaquinto served as a member of Governor Janet Napolitano’s cabinet in the position of Director, Office of Strategic Planning and Budgeting, with responsibility for preparing the Executive Budget. Previously, Mr. Yaquinto was Chief Economist, Arizona Attorney General’s Office. Between 1984 and 1997, Mr. Yaquinto served on the staff of the Arizona Corporation Commission where he was Director, Utilities Division for eight years. Mr. Yaquinto also served as Vice President, Government & Regulatory Affairs with a telecommunications company and has worked as an independent consultant in the areas of utility regulation, economic and demographic forecasting and public affairs. Gary also served as Chief Economist with the Arizona House of Representatives from 1977 to 1980. Mr. Yaquinto received B.S. and M.S degrees in Economics from Arizona State University, and an M.B.A degree from University of Phoenix. .

 


Meghan GrabelMEGHAN GRABEL, Legal Counsel Retainer

Meghan Grabel is a partner in the Osborn Maledon's Administrative Law group, whose practice focuses on energy law and public utility regulation.  Having served as both Associate General Counsel of Regulatory and as head of the revenue requirement and rate design departments for Arizona’s largest investor-owned electric utility, Meghan has a unique blend of substantive utility business knowledge and legal acumen. She has represented and advised clients on a variety of regulatory matters, including:  rate cases (including issues associated with revenue requirements, return on equity and capital structure, rate design, adjustment mechanisms, and related matters); integrated resource plans; energy efficiency and renewable energy policy proceedings; transmission line and power plant sitings; plant acquisitions and divestitures;  financing applications; requests for accounting orders; affiliate interest rule applications and analysis; rulemakings; distribution line extensions; certificates of convenience and necessity; territorial disputes; electric service agreements (drafting and negotiations); appeals from Arizona Corporation Commission decisions; regulatory investigations; and formal customer complaints.  Most recently, Meghan has been extensively involved both state and nationwide on issues surrounding solar distributed generation and other behind-the-meter customer technologies, including matters involving changes to utility net metering tariffs and utility rate design. Before entering private practice, Meghan was a judicial clerk for Judge Barry Silverman on the Ninth Circuit Court of Appeals and for Justice Andrew Hurwitz of the Arizona Supreme Court.  She graduated first in her class, summa cum laude and Order of the Coif from Arizona State University.
